Noah Mills on NCIS: Hawai'i (2021)

The new series NCIS: Hawai'i took advantage of its locale in Episode 3, as it focused on building teamwork between veteran Jesse (played by Noah Mills) and new team addition Kai. While investigating potential gang activity, they headed to the beach with Kai looking for an opening of trust with the gang, leading him to offer Jesse up as a sacrificial lamb encroaching on the gang's territory, so that Kai could step-in and dispatch him as a sign of goodwill with the gang. This required them to go surfing in front of the gang, with Jesse doing so topless.
